Union List: Think of this as the list of things only the big central government can make rules about. Like national defense, foreign affairs, and railways. States can’t make rules about these things.
State List: This is the list of things that only individual states can make rules about. Things like police, agriculture, and local government. The big central government can’t interfere in these matters.
Concurrent List: Now, this is the list where both the big central government and the states can make rules. It includes things like education and criminal law. But if there’s ever a clash between a central law and a state law on these things, the central law wins.
