Stars do not really twinkle, they just appear to twinkle when seen from the surface of Earth.
This is because of the atmospheric refraction of starlight . When starlight enters earth’s atmosphere, it is affected by winds in the atmosphere and by areas with different temperatures and densities. So the light gets refracted at different levels and the path of rays of light coming from the star goes on varying slightly.
The apparent position of the star fluctuates and the amount of starlight entering the eye flickers. Thus, the stars seem to twinkle.

This is because of scattering of light.
Scattering of light is a phenomenon in which the light rays get deviated from its path on striking small objects like dust particles, gas molecules or air molecules having dimensions less compared to the wavelength of the light.
The red light has a longer wavelength and gets least scattered by the molecules present in the air. Thus, it covers the longest distance and reaches the earth’s surface during sunrise and sunset.
At noon, the sun is at the nearest point to earth. Hence all the colors get scattered almost equally and thus white light is seen.
The blue light scatters the most and is mostly removed, leaving the red light to reach our eyes.
