Because what looks matching to you doesn’t always match in the database. Systems are super literal. Extra spaces, name order, initials vs full name — all enough to trigger errors. If Aadhaar was updated recently, PAN might still be old. And some days, it’s just bad syncing. People retry later and it suddenly works, which says a lot.
