The first Indian to join the Viceroy’s Executive Council was Lord Satyendra Prasanna Sinha(later known as Lord Sinha). He was appointed in 1909, following the enactment of the Indian Councils Act of 1909, also known as the Morley-Minto Reforms, which allowed for Indian representation in the Executive Council of the Viceroy.
