Assuming 100mL of 85%, and with “X” as the volume of water to add, you set up the equation: [(100 * 1.69) + (X * 1.0)] = [(100+X)*(1.15)] and solve for X, which gives you X = 360mL. So for one liter of 25% phos, you would need [1000/(360+100)]*360 = 782 mL of water to which you will add (1000-782) = 218 ml of 85% phos.
